feat: modify sonar and codecov config

What this PR does / why we need it:

1. The modification are not effective in the https://github.com/openyurtio/openyurt/pull/2000. The "ignore" field should be flush left.
2. It's more reasonable for Sonar to exclude generated code when checking for duplicate code.
