Update EL repository and release package information #380

Inspired by https://zfsonlinux.topicbox.com/groups/zfs-discuss/T99bef230c2104e54-Me2cedd273223b2f6ee5d7cf4/any-idea-when-we-might-see-zfs-for-rhel-8-7. Would also resolve #374.

@quartsize sorry I took so long to take a look at this! I just got back from a two month trip. Thank you for these cleanups. I'm fine with all the changes, but would you mind squashing the commits and re-basing? I'll pull it in after that.

Ok, I think I got the changes made to that page since reconciled adequately. I also saw more places I needed to do the RHEL/CentOS => EL change, and some other things to update while doing that. You'll want to re-review, since it's not strictly just a rebase and squash.
