add document fix `The ZFS modules are not loaded.` during load-key stage by remote ssh #436

The remote server able to access by remote ssh, I should provide zfs load key password here.

but run zfs load-key -a I get The ZFS modules are not loaded.

please provide document about what cause this problem, and how to quick fix this without a reboot to allow the booting continue.
