Describe the problem you're observing

According to https://github.com/openzfs/zfs/issues/7990#issuecomment-679419900 the stale bot should ignore issues marked as 'defect'. Clearly this is not the case:

Stale Bot should be stopped from 'sweeping things under the rug'.

Strange, we just have different exempt list in repo https://github.com/openzfs/zfs/blob/master/.github/stale.yml#L8

@behlendorf let's actualize it, thoughts are welcome, I'll add labels then.

My recollection is we eventually settled on a "Bot: Not Stale" tag which could be used to handle much of this. I've gone ahead and tagged that issue. We could of course exempt additional tags which make sense.

So, do nothing seems to be the plan.

What again was the point of reporting defects?
