Add compatibility file openzfs macOS 2.1.6

Add a compatibility file for the openzfs macOS 2.1.6 release

Motivation and Context

We should include compatibility files so when users create/upgrade pools, they can make sure that the pools stay compatible

Description

2.1.6 introduced three new pool features that previously weren't supported and current openzfs on Linux in version 2.1 does net yet support.
