Adopt python bootstrap conventions

Fix #190

Changes:

• use hatch instead of setuptools
• fix requirements versions
• add invoke tasks
• many small adjustments to align with (new) Python / ruff conventions
• few hints (# noqa or # type:ignore) to disable some issues (ones needing a investigation / action are all tracked in a specific issue)
• support only Python 3.11 (especially dropped support for Python 2)
