Missing tests in dev test container #20

The nautilus-backend-tests and nautilus-backend-tools dev containers (from the dev compose) doesn't include tests.

test command (pytest and/or inv test) should be available from workdir and working
alembic idem
compose should mount the appropriate volumes so that developer can edit code/test without needing to rebuild the container.

Note that this would be very easy once we've switched to the new python bootstrap. Opening this ticket so we don't forget.
