Migrate to Pipenv. #285

relate #279. Extra info: For now, I have not upgraded the Python version to 3.11 since cchardet didn't support it.

I am very sorry about that but I have to put this PR on hold because I want https://github.com/openzim/overview/issues/13, https://github.com/openzim/overview/issues/16 and https://github.com/openzim/overview/issues/17 to be tackled together and thought through with a plan that is then applied to all the repos. I do not have enough bandwidth to dedicate to this non-urgent matter at the moment.

This is now linked to those issues so it can serve as reference when times come.
