This adds support for localization (and a sample translation in Hindi) via a new parameter --locale. I initially thought to set localization of the UI when we filter videos based on language (as mentioned in https://github.com/openzim/ted/issues/36#issuecomment-632070223) but then I realize that the filter is meant for just filtering videos. So added a new param so we can explicitly specify the language localization used in the UI.
