Create structure for new Youtube UI translations #222

219 removes the locale folder in the scraper. This means that a new structure has to be created for the YouTube UI translations.

Final goal is to have a real integration with TranslateWiki to translate Youtube UI. Very few things to be translated, but still probably valuable. Priority to be precised.
