Introduce manager auto-update #436

To ease deployment of updates yet limit maintenance for people hosting workers we could:

~~tag the zimfarm-manager image~~ done
add manager version (tag) to configuration
request worker host to automatically zimfarm restart everyday (cron) [documentation]
update the image on current tag when no configuration change is required
set new tag on breaking configuration change
