Support starting with STORAGE_TYPE=mem #139

Fix starting with the in-memory storage backend by specifying STORAGE_TYPE=mem by creating an empty .mem_profile file.

While it's the default storage backend, manually setting the environment variable didn't previously work. This hinders deployments where the variable is always set but to a dynamic value, hence 'mem' needs to be supported there as well.
