NRPT rules appear to be ignored when network is "Peer-peer"

Today a user took the 1.9.1 update which removes the DNS server from the TUN interface. This user also reported no intercepts working. The feedback zip provided showed the user having an ipconfig set to "peer-peer":

   Node Type . . . . . . . . . . . . : Peer-Peer

all testing was done with a 'Hybrid' node type

   Node Type . . . . . . . . . . . . : Hybrid

Numerous sites describe "Peer-Peer" being "problematic" and requiring WINS to be setup:

Trying to reproduce the issue locally has not been successful yet

this problem has not manifested in a long time. things have been running smoothly since. i'll close this with the expectation that it's 'fixed'
