version the console app and publish GH releases #118

The console is versioned using version.txt and package.json

The problem is that it's not clear to the user how to answer the question "What's the latest release of Ziti Console?" If I'm using Ziti Console, suspect a problem, then my next step is to try to reproduce the problem with the latest version. The most obvious place to look for this info is the GH Releases, after that I'd check for Git tags that look like versions. Either of these would be super helpful.
