re-add /policies #228

We have repos with "CONTRIBUTING.md" docs pointing to https://openziti.github.io/policies/CODE_OF_CONDUCT.html which doesn't exist and a Google search for "openziti code of conduct" finds https://github.com/openziti/ziti/blob/release-next/CODE_OF_CONDUCT.md which links to https://netfoundry.github.io/policies/CODE_OF_CONDUCT.html (source file)

@dovholuknf suggested in PR comment to look in https://github.com/openziti/ziti-doc/tree/pre-docusaurus/docfx_project/policies for stuff that got lost in the move.
