Update Samples and provide instructions #40

The readme and examples need to be overhauled, created and otherwise updated. Bring them up to speed with what we expect

make it more clear for a first time dev to get to the samples solution as fast as possible. include the dotnet commands to issue to see things 'operate'

include how to run the setup scripts

include showing people how to select the router to use when using ps1. the output of weather.ps1 (etc) could contain the dotnet commands to invoke.
