ziti admin bootstrap #131

Idempotently bootstrap a new OpenZiti network, creating the appropriate metrics service, controller identity, etc.

Needs testing. Should be complete and work from a bare quickstart-Ziti network.

Add entry to frontends table for newly created frontend identity.
