[Bug]: codacy issues with `try/except`s `compass.utils.helpers.open_raster` from #164 unaddressed #165

Describe the bug

Do to severe time constraints, a couple codacy issues were not addressed when #164 was squashed/merged.

Issue one: "Try, Except, Pass detected" in compass.utils.helpers.open_raster

Issue two: "No exception type(s) specified" in compass.utils.helpers.open_raster

What did you expect?

I expected codacy to not raise issues.
