This PR added basic scripts to generate the dummy output.
mosaic_rtc_burst : mosaic rtc
dswx_runconfig.py : read runconfig
dummpy_dswx_s1.py : generate dummy water maps using hard-coded (-17dB) thresholds.
save_mgrs_tiles.py : split the product into MGRS tiles and generate three (WTR, BWTR, CONF) from dummy results.
dswx_s1.py : main function to run the workflow.
dswx_sar_util.py: all related functions to read and write the files.
This will generate three products (WTR, BWTR, CONF) for the MGRS tiles.
[NOTE] The runconfig for inundated vegetation layer will be added in the future.
