Add DIAG layer and change product specification. #52

This PR updates the product specifications and classification labels. Hence, 1) WTR includes only open-water/no-water/inundated vegetation and masks. 2) BWTR includes only water and no-water. 3) CONF includes open-water/no-water/inundated vegetation/landcover mask(Open Water Aggressive-Confidence)/dark_land_mask(Open Water Low-Confidence)/`bright water(Open Water Moderate-Confidence)/, and masks. 4) Also, the previous CONF layer changes to the DIAG layer.
