pre-process the `layover_shadow_mask` to add to any water masks

We should avoid layover/shadow pixels.

https://github.com/isce-framework/dolphin/blob/main/src/dolphin/utils.py#L523 We are using this for los_east/los_north.

• Stitch together layover_shadow_mask
  • Note that the nodata value of 127 is missing. Add that to the stitched raster.
  • The pixels should be masked if any of the full res has layover/shadow/both (values of 1/2/3 in the CSLC static layers)
• Use the masking.combine_mask_files to make one input mask to dolphin
