Add scripts and job to perform db validation and repair #2727

To prevent issues during the Openmetadata upgrade state of previous db upgrades needs to be validated and potentially repaired . This change adds script to perform validation as configmap and job to execute script . While configmap is added to kustomization.yaml file , job may need to be executed manually . Related to recent changes as part of https://github.com/os-climate/os_c_data_commons/issues/223
