Yes, we just don't track it. With this PR, if anybody deletes it, Prow will re-create it.

I think anybody from the org. The this field differentiates if it's allowed to be applied by bots or humans https://github.com/kubernetes/test-infra/blob/ee1e7c845bb25177944bb5de37545f007f529059/label_sync/main.go#L74
