creating the repo for IONOS OpenShift #80

Started at and based on the Kick-Off Meeting 2022-03-16. Creating a repo and team to start the IONOS HV with Operate First project.

reason for override checks: the following issues is blocking sometimes.

Talked with @HumairAK on the phone, to pass this current issue, we agreed on passing the tests.
