Create 'Operate First SIG/SRE Infrastructure Services' #251

As Operate First, I want to provide a set of services, so that Open Source community projects get support implementing Operate First's best practices.

With https://github.com/b4mad/op1st-emea-b4mad being available and stable for the past 3 months I consider this done, and invite everyone in the operate first community to participate and learn!
