Use aicoe-ci to automate building container images #120

we have a Containerfile in the repo which can be used to build images, we need to automate these builds.

Using aicoe-ci, we will be able to trigger new builds using tags and releases.

this can be closed since aicoe-ci is now set up, no changes in the aicoe-ci config were needed.
