Create proper landing page for `https://www.operate-first.cloud/data-science/` #300

Currently https://www.operate-first.cloud/data-science/ is just the project overview page. We should replace this with a proper landing page that explains a bit of what the aicoe data science group is and what our goals are.

Acceptance Criteria:

[x] New text for https://www.operate-first.cloud/data-science/ outlining the purpose of aicoe DS and appropriate call to action and ways to engage.
[x] Update posted to site
