Migrate from Travis to something else for public builds #326

It seems Travis started consuming "credits" for some reason and I'm unable to unblock it

I have no idea why is that, what caused it and how to resolve it without paying to Travis. image

Let's migrate to Github actions/Prow job/Netlify/whatever for the build on merged PRs and periodical builds...
