As a Developer, I want to be able to use ray-operator, so that i can spin ray cluster easily and use them for ai workloads. #1149

Additional context

We want to setup ray-operator in smaug cluster of operate first cloud. so that anyone can easily setup ray clusters and be able to use it for ai workloads.

upstream ODH has done a lot of work on distributed-workloads, let me know if you still want a cluster with that feature deployed. for the time being, I'll close this. Thanks for the energy put into this @syedmohdqasim /close
