Establish maintainers of operatorframework.io top level site #82

Currently, our 2 subdomains sdk and olm are owned by the respective working groups, but there is no working group that maintains the top level site.

@jmrodri This wasn't just to know the repo, I was hoping to get a group together that would be responsible for working on it :)

@asmacdo um I closed the wrong issue sorry. I meant to keep it open. The repo comment was to remind folks where it was.
