Leader election for olm-operator and catalog-operator #1405

It seems that both olm-operator and catalog-operator don't do leader election yet, will there be any availability issues related to it ? Or plans to support it? 🙂️

Re-opening this as introducing leader election to both of the OLM-related operators seems reasonable.
