V0.1 of tags #9

I'm splitting the tags implementation into a few parts.

This part contains:

getting tags as a array of strings from a question
getting tags as models from the auxiliary db, including the set of all tags
getting all questions for a tag model (right now eager fetches ruby-on-rails as well as ruby-on-rails-3)
