Miners now build refineries and adjustment in num of designschools/landscapers #7

Miners build only 1 design school
That one design school only builds 4 landscapers
Miners build at most 2 refineries
Miners go to refinery if there is one, otherwise it refines at HQ
first thing hq does is broadcast nearby soup locations
