ct2000 指定内核无效

Describe the bug | 问题描述 Action编译的时候不管是指定flippy 还是stable，最后下载内核的时候，总是会下载dev内核。

在 KERNEL_TAGS 里指定为 stable, 5.x.y, 6.x.y 时可以被自选 tags 替换。

指定为 rk3588, flippy, dev 时，在构建镜像时不可被替换。

stable, flippy, dev 三系内核在日常使用时可以互换使用。目前只有 ct2000 是个特例，使用 stable, flippy 时只能使用 5.4.y, 5.15.y 系列。原因祥见： https://github.com/ophub/amlogic-s9xxx-armbian/issues/1150
