create DHCP server #857

DHCP is up and running but is installed bare metal apt install dhcpd slap the /etc/dhcp/dhcpd.conf file and everything is working. i don't see the need for a VM and if isolation/portability is required.... i believe a docker container will suffice.

We have a DHCP server and don't need one VM on it's own.
