[24.7] dhcpd6 stops working when renewing IP on 6to4 Tunnel

Describe the bug Regularly, at least once a day, I notice that the dhcpv6 service is no longer running. This problem already existed under 24.1, but I was able to solve it permanently with the note from #6223:

It would probably be beneficial to use Interfaces: Settings: Prevent release

I did a complete reinstallation of the system for the upgrade to 24.7 and used the configuration file from the previous successful installation of 24.1. Since then this solution no longer works and the service stops regularly.

To Reproduce

Steps to reproduce the behavior:

1. Setup a WAN IPv4 Configuration with PPPoE and use a 6to4 Tunnel for the IPv6 Configuration Type.
2. Set LAN to Track Interface for IPv6 Configuration Type
3. Wait for the moment, when the dynamic applied IP address on the WAN Interface changes

Expected behavior The DHCPv6 service should not be terminated.

I have noticed that I can reproduce the error by restarting the OPNsense. After the restart, the DHCPv6 service is offline.

sounds like https://github.com/opnsense/core/issues/7875 but with actual repercussions. It appears to be related to FreeBSD 14.1 and a restart hook for DHCP may be missing then, which is impractical here.

But OTOH it says here it doesn't have an address to continue which is a valid reason and I'm not sure where the issue is.
