Update carp.rst - fixed Build Warnings and added note #490

Fixed some oversights by me:

docs/source/manual/how-tos/carp.rst:303: WARNING: Explicit markup ends without a blank line; unexpected unindent. docs/source/manual/how-tos/carp.rst:4: WARNING: Duplicate explicit target name: "master". docs/source/manual/how-tos/carp.rst:4: WARNING: Duplicate explicit target name: "backup".

Added a short note about suggested subnet mask size for Carp VIPS in combination with the common error of DHCP Failover "peer holds all free leases".
