Hm, I'll redesign to allow better scaling

Ok, now it's better. For every category an own file with own starting number of sigid. Otherwise it woud be a mess and unsortable.

@AdSchellevis Please merge now. I'd like to start with these three lists. @fichtner asked to have the suricata guys have a look at them to check integrity/sense.
