Describe the request
When a new contributor is given access to functionality on the contributor dashboard (CD) page, the notification experience is fragmented.
The aim of this issue is to ensure that, after a contributor is given rights to submit translations/questions by an admin, their user experience "flows" well (e.g. they get an email, that email directs them to the dashboard, and they can start with their first translation and do something successful). This may require coordination with whoever is working on #114 and #119.
Context for the request
This feature mostly involves coming up with copy for the email that will be sent to users who were recently granted contributor dashboard translation or practice-question submission permissions. So this is mostly a UXW project,
