Hovering over the Play button in the homepage video should cause the mouse cursor to turn into a pointer. #66

When hovering over the play button on the video, the mouse cursor should change to a pointer. Currently, it stays as an arrow.

(Note that @unit-00 solved a similar issue when working on the Fractions landing page recently -- see oppia/oppia#5527.)
