Unavailability of English voice over in some lessons [Blocked on Content Team]

Describe the bug English voice over was not available for some lesson. Some of the users became less interested in the lessons

To Reproduce Steps to reproduce the behavior:

1. Go to 'Home screen'
2. Scroll down to 'Select a lesson (fraction)'
3. Click on the lesson tab to start a lesson
4. Progress through the lesson
5. See error

Expected behavior English voice over becomes unavailable at some point.

Environment

Thanks @Chidindu06F! This is a known issue, but the new context here is that it's directly led to an observed problem with learners. That increases the importance of addressing this problem better than we have so far.

For GA we're treating voiceover language support as a best-effort at the moment since it's the most time consuming part of content to add (until we finish integrating with the automated voiceovers). Thus, we're not going to block the GA release on this issue being addressed.
