Fix #5015: Added CI to oppia-android wiki (check toc)

Explanation

Fixes #5015

• Introduces a script that validates the table of contents in each wiki page to ensure it matches with its respective headers. It checks if the titles and links in the table of contents accurately correspond to the headers within the wiki file.
• Initiates this workflow upon modifications to the wiki.
• This helps maintain consistency and accuracy in the documentation.

Existing mismatches in:

1. Interpreting CI Results - Table of Content mismatch [How to find the error message for a Failing CI check]
2. Installing Oppia Android - Table of Content mismatch [Run the tests]

TODO:

• The initial commit comprises the script and CI workflow. Testing for the script will be added once Bazel testing is operational, as mentioned in the Discussions #5371.
