Update "UX guidelines" page based on discussions with UX designers #342

Ask the UX design team what docs they want developers to have, update https://github.com/oppia/oppia/wiki/Oppia-UX-guidelines-%26-rationales as needed, and move above the bar in the wiki sidebar

I'm a newbie in open source, and I want to learn things. I'm good at Web Development, and I want to contribute to your organization. Do guide me that how could i do that. Also if i want to improve the UX, i need to do it through my understanding or some UX designer would provide me the file based on which i need to make changes.? Thank you.
