Update link reference from 'Make-a-pull-request' to 'Rules-for-making-PRs' #398

Contribution Proposal

  1. This PR is to follow up on the PR before.
  2. This PR updates all instances of "Make-a-pull-request" to "Rules-for-making-PRs".

I thoroughly checked all ".md" files in the oppia-web-developer-docs folder and identified those needing updates. I reviewed this twice to ensure accuracy.

update_miro

Update rules:

  1. Only update the file links.
  2. Only change the description when it is exactly "Make a pull request" to "Rules for making PRs"; otherwise, retain the original description.
