Admin of one TG, member of another can 'suggest' visibility to other TG #13

If a TG admin is a member of another TG the should have the ability to specify that the TG that they admin should be visible to the user of the other TG. An admin of the other TG will have to ACK this assertion before it is visible to TG users of that TG.
