Intro page at first login #17

When a person first logs in, they are presented with the members list and no other information. To someone familiar with the site this is fine, but to anyone new to the ops-trust platform this might leave them feeling a little lost. We think it would be useful if the first screen was a simple intro page, possibly directly editable by the group admins. This would be a good place to put an overview of the trust group being viewed, important contact info (such as site or group admins), etc.

Present a checklist that people are required to do before they can proceed with other things: [ ] Upload PGP [ ] Vouch for somebody else etc

So we added the concept of a message catalog in DB_2.psql. That feature should be leveraged here.
