Implementing PagerDuty API v2 ... again #237

This will move over to version 2 of the pagerduty api.

At the same time, I brought this branch up to date with latest OpServer Code.

Gave it a lot of love in https://github.com/opserver/Opserver/commit/be3fe05ed350c9e481305f2efc43c072a2e25494, should be in good shape now. Deployed to our internal instances already.
