Updated .NET to 7.0
Updated CI-steps/actions to more recent version
Updated NuGet-packages to latest available version
- Fixed deprecation warnings after package upgrades
Rebundled CSS

Hey there! Most of the upgrades are awesome :) The .NET 7 (TFM, not SDK...that's fine) is something we don't want to do though, as that's not an LTS release (even numbers are) and the support lifecycle means some people are unable to use Opserver as a result. We're intentionally staying on the LTS to maximize environment compatibility/acceptance here.

No worries - I really do appreciate it! Happy to take all the other changes, can try to find time this weekend to get this spun up and test.
