Rosetta: Construction API retrieval of current block and sequence number #406

We should decide if the Construction API should retrieve the current block ID and the proposal key sequence number by using the retriever directly from the API code, or have this done in the transactor.

Let's leave it as it is, since it's actually retrieving data in the construction API, that's the component that should be used.
