[x] Switch to pdbp instead of pdbpp
1. pdbp cannot be installed in a 3.13 environment
2. Since pdbpp is not actively developed anymore, but pdbp is
3. Read through this blogpost.

[x] Test Python 3.12 on Windows/Mac
